First, my process involved completing the tasks assigned by the commander concerning his two sons. He made it clear that he would not agree to give the charm. Afterward, I went to find Marika and obtained a pass to negotiate with the commander for the charm, but he refused to make the trade.
The key point is: after he refuses the trade, do not resort to theft! Instead, go directly to Marika. She will suggest you bet with the commander to obtain the charm. The bet requires you to win two competitions: a horse race (against Tippo) and boxing.
At this moment, a female NPC will call out to you; speak with her, and she will give you a vial of medicine, which gives you a quest prompt to administer the medication.
(However, if your horse is Little Grey, administering the medication won’t help you win. To ensure victory in the horse race, simply stab Tippo's horse twice at dawn between 4-6 am; just make sure no one sees you!)
This guarantees a win in the horse race, and as for boxing, it is even easier.
